Hop timing in the boil

Just a quick one, and I think I know the answer, just want to make sure really.

When I see the timing(s) for adding hops to the boil, is that from the point which the worst starts boiling, or from when I start bringing it up to temperature?

From when it starts boiling.

If you add the hops while the wort is heating, this is called 'First Wort Hopping'

does first wort hopping add much to a brew that normal bittering hop additions doesnt ? it sounds like you'd get very good hop usage so from them?
