9 months?

about 9 months ago i gave a bloke at work all the stuff he needed to make TC. So he made it, left it in a room, and he said that nothing happened.

Now, he has moved the DJ and its started fermenting.

Why after 9 months has it started, and will it be ok for him to drink?

The only reason I can think of is that the original temperature wasn't sufficient enough for fermentation and the new position is and the yeast has woken back up. But 9 months does seem a long time for the yeast to be dormant.Tell him to taste it.
