I just wanted to ask is one pack of dry S-04 enough for 20 l of 1.060 gravity beer?

Well I'd say so, having used S-33 & T-58 above 1060 which came out fine both times.
Not sure what Fermentis say themselves though....

I'd use two packs and make sure you aerate the wort thoroughly.

I used one pack of probably not so fresh yeast. is it a problem if I add more yeast after three days of fermentation?

It won't do anything if you add more at this stage. Two packs is optimal but you should be OK

I just wanted to know one more thing.

If I have under pitched the yeast, this means that I will have higher FG. Does higher FG means more body and maltiness?

It means you may have a higher FG. With that yeast I would be surprised if it was more than about 1 point of gravity.

Yeah more body and sweetness.
