did a brew yesterday and i had a pre boil gravity of 1044@ 30l,but i got a post boil gravity of 1042@ 23l..isnt the gravity supposed to go up? i was aiming for 1049,is there any reason for it to go down,all my other brews have gone up..any thoughts

Did you adjust the gravity reading for the temperature? Of course, it should have gone up, you've boiled off 7l of water.

i just let it cool in the trial jar down to 20* then take the readings..

Assuming your hydrometer is OK and you weren't using some other method, there is no reason except temperature correction or a misreading.
Recently I broke my trusty 50 year old (calibrated at 60 degree fahrenheit) hydrometer. The replacement is a multipurpose thing with lots of coloured bands and for some reason I find I often misread it by 10. I can't explain why but might you have done the same?
