I have 18 litres of beer to put in my new corny keg, Can you underfill a corny??

Can't see why not. The extra headspace will be purged by gas anyway and the kegs will quite often be underfilled whilst in use ;)

And it only holds 19 litres in any case...

And you don't want to fill it to the top either our you will find beer in your regulator FAST... You can put what you like in it just make sure you purge the oxygen out .
