Technically yes, you can't give it away, including taking it to competition. Practically I doubt HMRC would bother (or even know about it). They have bigger fish to fry. If you sold it to them, then it's a different matter.

From my dealings with hmrc, they seem pretty incompetent ,the people you emailed probably won't know if you owe em or not , but if you declare all, they'll nail you later when someone from their dept has looked at it

you can produce beer for experimentation without duty but you must report it if not registered. in either case potential customers are excluded and leftovers must be taken away after sampling

"loose lips sink ships" If you're going to do it, do it. Make absolutely no mention of it to anyone, don't post anything under an alias or on here to say you did. Then you'll know, they won't and if it all goes a bit pete tong its down to them to "prove" you did. Simply accusing someone isn't enough. Though if you don't mention it, and i imagine a landlord from a pub or what have you, isnt going to mention it i don't see how you could get caught.
HMRC are not incompetent. They simply deal with what is in front of them. If you put this in front of them they will ensure you pay everything owed and possibly more. If they don't see a nice clear paper trail they won't entertain it, you have to remember they chase people up who actively avoid paying tax. So you will likely never get the benefit of the doubt. They're in a position where they can always ask for more information, and backed by the government which makes dealing with them a bureaucratic nightmare.
You MIGHT be aswell popping into a job centre (satans palace yes?) and asking to speak to an advisor about starting your own business. Mate of mine did this about starting an import clothing company and even though it never took off as a result of him not having the money to do it in the end, they put him with a guy who did all the leg work with regard to legislation, what tax/duty would be owed, working out landed price and what checks it would have to comply to. Nothing says you have to go through with it and actually register a company or what have you, but independent advice may uncover something you haven't thought of.
