I made my own stopper using 15mm copper pipe with lots of holes in the bottom. I hammered one end to be smaller and wedge it into the tap hole. I made the length the same as the diameter so it's nice and snug. Works a treat, but I'll be getting the tap replaced as soon as I can justify shelling out for a cutter ;)
You don't need an expensive Qmax cutter, I just used some of these in a drill to enlarge the hole and fit a ball valve

That's a good idea if they're up to the job. Probably an idea if making a new hole would be to draw a circle of the target diameter first before drilling the pilot hole so that there is a line to follow.
