What are you sanitising with?
I'm guessing it is sanitising and not sterilising as rinsing afterwards.

If it is chlorine based a campden solution will remove any taint.

i have the same water as you i think, and had similar problems. here's what fixed it for me:

1 - not over-sparging, but liquoring back before the boil instead

2 - lowering my sparge temp to 75C -ish

3 - cutting back on boil hops and doing more late additions

i'm much happier with my beer now.
