Off flavor after fermentation but not before

I don't know if you really can get off flavours with low fermentation temperature but this equates to 15.5 - 16.6°C, seems low to me.
What about upping it to 18 - 20°C (65 - 68°F).

Chlorophenols coupled with unusual cloudiness screams infection to me.
Ingredients: Water, Barley, Hops, Yeast, Seaweed, Blood, Sweat, The swim bladder of a sturgeon, My enemies tears, Scenes of mild peril, An otter's handbag and Riboflavin.
