There's only usually head in the early stages of fermentaion when the yeast is at it's highest activity and seeing as you've moved it over to a secondary you've got less yeast in there that's active. 'We' move the beer over to another vessel to get it away from the dorment yeast at the bottom, to help clear it up but it's not too important, I haven't started doing it yet. I read that it can stay in there for up to 3 weeks before you should move it over to a secondary or bottles.

And as for racking -"Racking" is a brewers term for transferring or moving the beer from one vessel to another. :)
