Just about to have a stab at an extract brew from GWs book Wadworth Old Father Timer. I have a Brupack 29 litre boiler the question is what is the maximum quantity it will boil allowing for foaming? And can I top up the wort once in the fermenter with water to 23 litres? Wifey says NO MESS!

Yes, you can top up with water to get your brew length.
That boiler should take the full 23 litres, just watch it during the boil and be ready to adjust the heat or add some cold water. You'll lose water to evaporation and to the hops, from OSB it's about 3 litres per hour of boil plus about 1.5 litres loss to hops and trub. So. I'd suggest start with about 23 litres, do your boil, then add treated water to bring it up to 23 litres in the FV. If you want to play on the safe side, then start with about 20 litres.
