Brewing temp using immersion heater

I have an electrim 75 immersion heater and i'm trying to get the temp right before starting my 3rd brew. I think that the previous brews have actually been alittle too hot so i'm trying to adjust the temp. At present, it's sitting just below 18 degrees at the top of the vessel and about 16-17 at the bottom. Will this be ok, or is the temperature too low??

It will be better to get it in the 18c-22c range if you can.

What would be the impact on the beer if it stayed where it was? Would it still ferment - only slower?

It will still ferment, but slowly & will probably taste somewhat bland if it is fermented at the lower end of the temp scale.
