Woodfordes Great Eastern Ale

Just put a Great Eastern Ale on last night to ferment. Its been 24hrs now at between 18 and 20 degs but its not really started to ferment. Is this normal? There is no head/froth on it yet. Checked the hydrometer and its reading 1035, think it read 1040 lastnight. :(

Checked this morning and a head is starting to form now, perhaps I was being a little impatient.

Thanks Chris, I've afeeling the temp might be dropping below 18 during the day so i've stuck the heating on for a few hours during the day to keep the temp up (don't tell the girlfriend!!!). Had offer of a heat belt to loan so might give that a try too.
