I am planning on doing a Coopers IPA for the summer, and am contemplating my first Hops addition. It will prob be 1kg light spraymalt and brewed to 22l. My two questions are:
1) Whats best dry hopping or hop tea?
2) Which hops should I use with the Coopers IPA.
Any advice is appreciated.

Hop tea will give you "some" hop flavour. Dry-hopping will contribute aroma. The two systems can and are often used together, they're not mutually exclusive.
You could boil some hops in a couple of litres of water, along with some malt, to give you a good hop flavour.
Assuming you're referring to American style IPAs as you're interested in hopping: try any combination of Cascade, Centennial, Amarillo, Simcoe.

If you can find some Citra or Summit hops I think that they are bloody marvelous for use in hop tea.

- bring 2 or 3 litres of water to the boil in a large pot
- take off the heat and add 250g of your spraymalt. stir well to dissolve and bring back to the boil.
- set timer for 15 mins. add 25g of your chosen hop and boil for full 15 mins. these are flavour hops.
- add another 25g of hops (for aroma) 5 minutes before the end.
- you can also use another 25g as a dry-hop (for 1 week) if you wish.
This will give you a really hoppy and delicious IPA.
