I want to brew another Cooper's Irish Stout, have done one in April.
My question is temparature, it's about 26C indoors at the moment, but the forecast is for 30 or 32 this week.
Do I need to place the bucket in a water bucket or will I be OK ?

That's too high, do you have anywhere cooler in the house? Something like a coal cupboard or somewhere under the stairs that will be a few degrees lower?
Otherwise, yep, I'm afraid it's a bucket of water...

Re: Summer brewing
Yep, the fermentation will 'work' at those temperatures, but it'll be very vigorous and probably leave fruity-tasting esters and, maybe yeasty tastes, behind.
The mass of wort will even out day and night-time air temperatures to a certain amount, but it still sounds quite high, so (as above) if you have a cooler place that would be a lot better. But if not, the cooler water bucket is a possibility if you are there to keep it cool from time to time, and some people have apparently placed wet towels over the FV to cool by evaporation too, though I've not tried that myself. I've seen someone leave a cold tap dribbling 'very' gently through some tubing wrapped around their FV too, though obviously thats a bit bad for water-consumption and I don't know how easy it would be to regulate the flow/temperature.
If this is likely to be a regular thing, you could look at more sophisticated setups controlled by thermostats. Converting a fridge to make a fermenting cupboard is very popular - its not completely perfect but considerably better than relying on ambient temperatures. There are also more direct ways of pumping cold water around the FV - either from an ice bath or a beer cooler or something like that.
Cheers
