Santa's Winter - Floating Yeast

Been brewing for 14 days now with a closed lid at a steady temperature of 20. I used Safale S04 yeast. Today when I took peak there is still small brown globules on the surface which I think are spent yeast - should they have sunk by now or is this a normal occurrence?
How should I proceed now, I was expecting to barrel today as I believe fermentation has ceased (not taken a hydro reading) should I try to get them out or just syphon as normal?
I've not made this kit before or used this yeast so any advice appreciated

You use any DME or other fermentables? Could be little groups of that rather then clumps of yeast!
Go off your hydrometer, if its steady then go for kegging/bottling.

Standard kit, used S04 instead of kit yeast - just thought any sediment would have sunk by now? I will do a hyrometer reading tomorrow but pretty sure its ready

Barrelled today, bottled 5 too though for presents, had a little taste and even though it was 20c, flat and a little cloudy tasted lovely!
