Lager Beer Recipe Idea's

I wish to brew a Lager type beer but i dont have the kit for controlling the temp of the fermentation and lagering so ive come up with the recipe below. I also want to use up some perle hops i have left over:

Recipe for 23 ltr's
4Kg Lager Malt
250g light crystal malt (60EBC)
0.5kg wheat malt

20g Perle Hops - 60 min boil
15g Perle Hops (6.9AA) - 15 min boil
15g Perl Hops - steep at flame out
20g Curoco Bitter orange peel (using it just because i have it) - 10 min boil

Safale US-05 Yeast
1.045 estimated OG
24.5 estimated IBU

Any thoughts and reccomendations would be appreciated.

Personally I'd ditch the peel (or make a Witbeer instead). I'm not a huge fan of Perle hops and I'd be especially wary of them used late in the boil. Best off sticking to low alpha varieties for late hopping lagers (Hallertau, Tettnang, Saaz etc)

I'd also ditch the peel. Ferment it cool around 15c. You should get a very clean beer.
