Oatmeal stout

I am preparing for my AG#2 and quite fancy an oatmeal stout after being really impressed by a bottle at christmas time.
I'm gonna follow the recipe from jims real ale almanac for the Polar Eclipse Oatmeal Stout
5 gallon batch OG 1046 ABV 4.8%
MARIS OTTER PALE MALT 3300 gms
CHOCOLATE MALT 410 gms
CRYSTAL MALT 370 gms
WHEAT MALT 140 gms
MALTED OATS 320 gms
HOPS boil time 90 minutes no EBU given so 35 EBU
NORTHDOWN 20 gms
CHALLENGER 16 gms
add 20 gms STYRIAN GOLDINGS last 15 minutes.
having not done anything with malted oats yet, do you have to roast them first, if so what temp and for how long?

I roast my oats for 60 minutes at gas mark 5.

not sure about the 20 minutes addition - seems a waste of SG's to me, this beer doesn't need any late hops IMO.
