Nice one, so I'd just plug the element plug into the heat and say if hlt drops below 74 then turn element on for sparging?

Pretty much.
As long as the relay is at least 10A, you should be OK with a kettle element [2200W] in your HLT.
I use the 30A version with mine.

Am I incorrect then then about the the stc 1000 only looking for a signal every few minuets and the stc 1000 only being either on or off whereas the PID be looking for temp differentail to work out the power output required for the heating element to reach set point>? Thanks

The STC1000 sensor is updating constantly.
PIDs, STCs, ATCs, they are all just thermally controlled switches [relays] - hence on or off.
Some are more functional/complicated than others.
