FV Heater idea?

Just wondering if anyone has tried to use the underfloor heating webs (electrical obviously), as a wrap around FV heater?

I was just thinking about the most economical way to maintain 20 deg for something as big as 1000L.

From what i hear, its the concrete in the floor that retains the heat, and the electric elements are fairly low wattage. So the temp ramp up is quite slow and steady. If you do use this method, then you will have to think of some kind of insulation to hold the heat in. Failing that a massive king size bed electric blanket!
