To build a stir plate I have connect a 12v pc fan to a 5v plug will this be enough for a 2 litre yeast starter.
The fan works slowish but it works.

You just have to keep the yeast in suspension not generate a twister.

how have you wired it up?
iirc the wiring for a pc fan with a molex connector and black red and yellow wires is
black -ve, yellow +12v, red +5v, so if using the black n yellow wires to power try black n red perhaps? use the yellow wire for a supply with more than 5v..

The benefit of a stir plate depends on who you talk to. Some say it is by creating a vortex which just increases the surface area over which oxygen absorption can occur which suggests the deeper the vortex the better. Others say it's just to mix the wort and the yeast. My fan is only a 1100rpm fan so I get a fairly gentle vortex and I seem to get plenty of yeast after 12 hours and fermentations that hit the ground running.

it wired up black and red.
it spins enough in my opinion and i feel having a little bit of movement over nothing is a big difference.
but if it looks like its barely moving and a fart would get more movement I will upgrade to a 12v plug but for the time been 5v is what i had to hand and it seems to move the fan enough.
will update once i have the rest for my stir plate build.
