Went to a place like this called Brew N Bottle in Busselton, Western Australia last year. They were doing a roaring trade. Registered as a home brew shop, so they sold all the ingredients and had a good list of beer recipes you could brew on site. They provided all the kit required and let you get on with yourself, whilst providing any "assistance" you needed. You brewed it all (mostly kit), left it with them, then went back and bottled it a couple of weeks later. Worked out at around $2 AUD per bottle so a real saving on commercially bought beer. I've thought about doing it myself since seeing this place but would need good research regarding local planning and HMRC regs.
