I give it 10 mins in a few tablespoons of cold water.
Does rehydrating it make a difference? No idea.....

I have experimented quite a bit with Irish Moss. My best results were obtained when I commenced rehydrating a teaspoonful in some cold water at the start of the boil, then added this to the wort 10 minutes before the end of boil. The resulting break material was nearly double what I would see when adding the same quantity of Moss dry. Rehydrating in hot water had a negative effect for me.
