My pan is only 17 litres instead of 19...
So does this mean maxi biab is out of the question now?

Not by any means, you will just have to hold back 2 extra L of water or do a post boil dilution into the FV.

Yea I suppose it would work just might mean more unboiled wort going into the Fv which has to be better than plain water hasn't it ?

No, you brew using Maxi Biab working to your required volume into FV but only using the max your kettle will hold. I highly recommend finding the Maxi BIAB calculator on BIABrewer, it takes you through step by step and is truly excellent. Will also help you manage bittering adjustments to hops that are necessary with post boil dilution. I'd also suggest using bottled water to dilute with post boil.
