Brewing capacity in my room
I have a room with drainage and water that is 4m x 2.8m x 3m high......how big a system could I get in there for lager. I have another room upstairs a similar size for storage.

that is a decent sized brew room me thinks, If you want you could build a 200 L setup in there if you are thinking big (producing 150L / batch) for under a grand.
you could go bigger but you are looking commercial = thousands of pounds
you could go smaller, like 50/100 L this is more manageable and would cost 500 - 1000 pounds
proper lager is kept very cold for long periods of time (months), but 2/3 temp. controlled ferm. chambers (converted fridges bought off e bay) need not cost a fortune.

Alternatively I can fit 20 cooper kits in there doing 400+ litres per brew.
So to make more frequently with your suggestion, I could
double up on the fermenting barrels comfortably?

you really only want 1 Hot Liquor Tun, 1 Mash Tun & 1 Boiler (all can be 200L each)
then several Fermentation Vessels (3-6 X 100L for example)
you want the least amount of vessels possible for your chosen size brewery !

Sorry, I thought you were suggesting just 1 fermentation vessel!
