I would say no.
The heat rated plugs have a sort of cut out on the bottom of the plug that will fit the element.

In my opinion anything else is a fire hazard and I for one would not chance it.
I have used these before from Ebay. Just wored them up myself to a heat rated cable.

might suggest you get some heat resistant lead ( an electrical shop will be able to help) and make it yourself if ou need something that long.
When I used them o made a shorter lead and connected an RCD into an extension lead and plugged it in here. Worked fine for me. Have gone to gas now though.

i have been looking at various kettles at work and the flex is 0.75mm 3 core and a 13amp plug top. I have picked 1 of those
kettle adaptors.5m of 1.50mm 3 core flex and will get a 13amp plug top and should be sorted for around 4 quid
Alot of the kettles i looked at are made up in this way
