Make sure that the beer is clear going in to the bottles or barrel and then it will be clear coming out. The leaking tap is almost certainly due to over carbonation. Don't put it in the barrel until the gravity has remained constant for at LEAST three days.

Take out the tap and check if the thread goes right into the barrel. Sometimes there is a fault in the mould and there is some plastic left that prevents the tap being tightened enough to compress the rubber washer. If this is the case carefully remove it with a scalpel or very sharp knife. When you look inside the barrel from top the end of the tap thread should be clearly visible.

Have you tried adding a smear of Vaseline to the thread of the tap and around the washer?

If you have been struggling and over tightened the tap, you may have split the barrel, I had the same brand of barrel and there is a seam in the moulding below the female part of the tap thread

Put the rubber seal in near boiling water before tightening it you get it extra tight that way.

I don't think any of the home brew barrels are really good for a fully carbonated larger you need cornies for that.

My understanding is that you'll never get the beer very fizzy in a barrel. Cornies or pub kegs are what you need.
